The cultural center is situated on a hill in the city. Surrounding it are low apartment buildings and industrial constructions.
The site, which is vast, free and open, is stimulating. However, there is no access to the site by the main roads, and to acquire a public the Cultural Centre will need first to attract it.
To do this, the building is distinct from the surrounding constructions. It retains a dynamic link with the site, and its activities are clearly visible.
The elements that compose the building correspond to the distribution of the center’s services, and form a spectacular composition into which the landscape penetrates to become part of the whole.
The architectural expression of the different parts of the Center will provide an idea of the possibilities that are offered, particularly as the activities it proposes will be visible from the outside.
